A controverseal issue, the $2.00 Circus souvenir sheet of 2014 with limited distribution was the cause of the flap, as the souvenir sheets were initially offered only with the purchase of the 2014 Stamp Yearbook. That sheet contained 3 stamps - a $1 clown stamp and two 50¢ Circus Wagon stamps - with die-cut perfs U.S. #4905x). After collectors complained, USPS made a small number of press sheets available which sold out quickly. The press sheets include 12 souvenir sheets that are die-cut around their decorative borders but, unlike those in the yearbook, they do not have die-cut perfs.
