Production by Ashton-Potter resulted in an anomaly that was unintended and now we have a unique booklet pane situation. Similar to the booklets created by American Packaging Corporation for Sennett Security Products in 2001 (see Scott Catalog #3483, #3484, #3484A) Booklets were produced with differing die cuts on each side of the 23c Washington Booklet Panes Thus, the left side of #3619e is die cut 10-1/2 x 11 (#3619). The right side was die cut 11-1/4 x 11 (#3618)
