During a period of political unrest, from 1999-2004, the country of Liberia was essentially ungovernable and overseas stamp agents issued stamps under pre-war contracts, including this set. Never released or used in Liberia the stamps are not recognized and listed by Scott
So while political chaos in Florida produced the battle of Hanging Chads and civil war in Liberia raged, stamp collectors received the irony of two stamps honoring two men as 43rd Presidents of the United States.
